Background. The search for mechanisms for improving and self-developing the subjects of anti-drug policy management, capable of accumulating and using past experience, exploring the mechanisms underlying the processes of development and sustainability, will allow obtaining synergistic effects exceeding the combined result of the sum of its constituent factors.
The aim of the study is to solve applied problems of organizing and managing internal quality control processes using information technologies in the regional narcological service to find common approaches to assessing the effectiveness of preventive measures.
Materials and methods. The study materials are the studies of domestic and foreign scientists associated with system analysis in various fields of activity. The search for scientific papers for analysis devoted to the problem under study was carried out in databases Medline, Cochrane Controlled Trials Register and others. The selection of research articles was carried out from electronic databases of the Scientific Electronic Library eLIBRARY.RU and the information and communication network “Internet” for the period from 1999 to 2025.
Results. The authors concluded that the consistency of the goals and criteria for assessing the activities carried out by stakeholders within the framework of internal quality control is due to effective administration, organization and management of technological processes in a medical organization of the narcological profile through automated system management. To solve a set of tasks set before the stakeholders of a regional medical organization, it is necessary to create a single information space that ensures the creation of automated workplaces for resource owners, processes and their operators.
A single corporate information environment in a medical organization ensures the achievement of goals aimed at organizing and managing internal quality control processes in medical care.
The efficiency of manageability of internal quality control processes in a medical organization can be assessed based on the principles of horizontal and vertical optimization (compression) of processes, as well as centralization (decentralization).
Conclusion. The information space of a medical organization is an operational field for analyzing the current situation, adjusting planned indicators and assessing the adequacy of the operational, tactical, strategic planning model of management activities. The level of quality assessment determined by the results of operational response will allow us to assume the possibilities of integration into non-permanent influence environments, revise the order of information interaction and increase the harmonization of operations performed. The above contributes to the adoption of strategically correct decisions aimed at modernizing existing processes or/and creating new management models.
Обоснование. Поиск механизмов совершенствования и саморазвития субъектов управления антинаркотической политики, способных накапливать и использовать прошлый опыт, исследовать механизмы, лежащие в основе процессов развития и устойчивости, позволит получать синергетические эффекты, превышающие совокупный результат суммы слагающих его факторов.
Целью исследования является решение прикладных задач организации и управления процессами внутреннего контроля качества с использованием информационных технологий в наркологической службе региона для поиска единых подходов к оценке эффективности проводимых профилактических мероприятий.
Материалы и методы. Материалами исследования стали исследования отечественных и зарубежных ученых, связанных с системным анализом в разных отраслях деятельности. Поиск научных работ для анализа, посвященных изучаемой проблеме, проводился в базах данных Medline, Cochrane Controlled Trials Register и других. Выборка исследовательских статей осуществлялась из электронных баз данных Научная электронная библиотека eLIBRARY.RU и информационно-коммуникационной сети «Интернет» за период времени с 1999 по 2025 гг.
Результаты. Авторами сделано заключение, что согласованность целей и критериев оценки проводимых мероприятий стейкхолдерами в рамках внутреннего контроля качества обусловлена эффективным администрированием, организацией и управлением технологическими процессами в медицинской организации наркологического профиля посредством автоматизированного системного управления. Для решения комплекса задач, поставленных перед стейкхолдерами медицинской организации региона, необходимо создание единого информационного пространства, обеспечивающего создание автоматизированных рабочих мест для владельцев ресурсов, процессов и их операторов.
Единая корпоративная информационная среда в медицинской организации обеспечивает достижение целей, направленных на организацию и управление процессами внутреннего контроля качества медицинской помощи.
Эффективность управляемости процессов внутреннего контроля качества в медицинской организации может быть оценена на основе соблюдения принципов горизонтальной и вертикальной оптимизации (сжатия) процессов, а также централизации (децентрализации).
Заключение. Информационное пространство медицинской организации является оперативным полем для анализа текущей ситуации, корректировки плановых показателей и оценки адекватности модели оперативного, тактического, стратегического планирования управленческой деятельности.
Уровень оценки качества, определённый по результатам оперативного реагирования, позволит предположить возможности интеграции к непостоянным средам влияния, пересмотреть порядок информационного взаимодействия и повысить гармонизацию выполняемых операций. Изложенное способствует принятию стратегически верных решений, направленных на модернизацию существующих процессов или/и созданию новых моделей управления.
